Ok, so the whole idea behind this design was endurance in battle. He's not the most powerful SV out there, but he's pretty good in story mode. Online mode, ehh he has his moments. I personally have enjoyed playing around with him. Also, his name is also meant by the fact that he has two of each weapon that he uses. However, there are two down-sides to him.

1) He costs A LOT of money to get setup

2) When it gets pinned against very powerful enemies, it's pretty much hit-and-run. Also, this model has a very bad stabilizer against weapon fire. However, he makes up for that in his speed. If you wanted better stability against weapon fire, I'd suggest swapping out the 4 Wheel with 2 Legs and slightly lower the weight to increase the speed.

Once again, this guy is not a very "get up in your face" type of SV. He's more of a medium-range; hammer you with machine guns and missiles.

For online, try running a combination of 640 Co-processors and New Model SV plans - OC, missle lock speed, and a good helping of protect. I like running the body around -28 which has decent armor for the weight with an extra slot. 3x640 and 4xNMSVP is likely a good optional set for this SV while weighing very little. That should give you a nice amount of weight to play with either to lighten the legs or go even heavier with the Rondine.

I haven't played with Rondine yet (I really like the 3 lockers, though) so I'm not familiar with how they tune...
